The drainage area above the <br /> <br /> <br />town is approximately 44.4 square miles. Brown Gulch joins Clear <br />Creek approximately 0.8 miles above the town. <br /> <br />The May 1, 1983 snowpack for the five snow courses in or <br /> <br /> <br />adjacent to the basin averaged 14.5 inches, or 125 percent of the <br /> <br /> <br />long-term average. By June 1, only two of the snow courses <br /> <br /> <br />still had measurable snow; but it was considerably above average, <br /> <br /> <br />reflecting heavy snows received at higher elevations along the <br /> <br /> <br />front range in May. Temperatures in the basin remained cool <br /> <br /> <br />until May 22. 1983. <br /> <br />2.2 People at Risk <br /> <br />The population of Silver Plume was reported to be 140 people <br /> <br /> <br />in 1980, down from 189 in 1970. There are estimated to be <br /> <br /> <br />approximately 95 people living in 38 residential structures in <br /> <br />the area identified as a 100-year floodplain by the Federal <br /> <br />Emergency M~nrtaement Agency (FEMA) along Clear Creek in Silver <br /> <br />Plume. ~ <br />br ,~'...c' I /.
