<br /> <br /> <br />Local officials can reduce flood losses by instituting a comprehensive program <br />of floodplain management. <br /> <br />Scope <br /> <br />The information in the following <br />chapters varies in detail. The material <br />is fairly comprehensive with respect to <br />identifying the most prevalent types of <br />flood problems and management ap- <br />proaches to deal with them. The descrip- <br />tion of the process for investigating <br />the problems and planning solutions is <br />less specific since many procedural <br />variations can be used successfully. <br /> <br />Floodplain management involves <br />numerous aspects which could not be <br />trea ted in detail without making this <br />handbook unduly long. The handbook <br />should, therefore, be regarded only as <br />an introduction to the topic and a <br />general guide for action. Appendix A is <br />a glossary of terms encountered <br />frequently in floodplain management. <br />Appendix 8 lists selected publications <br />containing more detailed information. <br />Appendix C describes federal and other <br />sources of assistance in floodplain <br />management. Specialized private consul- <br /> <br />tants are <br />with the <br />problems. <br /> <br />also available for helping <br />analysis of specific local <br /> <br />Effective floodplain management <br />programs depend on accurate understand- <br />ing of the physical characteristics of <br />floods and floodplains, loca:_ and <br />regional needs, legislative con- <br />straints, and the full range of costs <br />that are involved. Successful and safe <br />use of various management measures also <br />requires engineering, planning, legal <br />and other types of expert knowledge. <br /> <br />Caution <br /> <br />Programs which are poorly plannEd or <br />improperly carried out may actually <br />increase flood dangers and subse- <br />quent damages.
