<br /> <br /> <br />Urban floodplains can be acquired and converted to parks, open space or other <br />uses not subject to large flood damages. This park IS located along Indian <br />Bend Wash In the city of Scottsdale, Arizona. Equipment in the park is either <br />anchored or easily removable to reduce losses. <br /> <br />regulatory measures to ensure success. <br />Limiting extension of utilities and <br />other public facilities into flood- <br />prone areas also limits the need for <br />their repair and replacement after <br />flood s. <br /> <br />A wide variety of other means can <br />be used to discourage ill-considered <br />development of the floodplain including <br />placing warning signs that identify <br />flood-prone areas, marking past flood <br />levels at strategic points, :cndicating <br />on deeds that the land parcel is sub- <br />ject to flooding, requiring realtors to <br />advise potential buyers of flood <br />hazards, and encouraging lending <br />institutions to avoid financing develop- <br />ments in hazardous areas. <br /> <br />Taxing policies can also be used <br />to discourage floodplain development or <br />to encourage the protection of property <br />from flood damage. Taxing undeveloped <br />floodplain land at low rates and <br />developed floodplain lands at higher <br />rates discourages floodplain develop- <br />ment. This usually results in a net <br />savings for the community.
