r

.

.

Other western states have come to the same realization in
recent years and have instituted significant programs for
aChieving improvements in water efficiency. Notable among
these are Arizona and California. even as they also continue
their aggressive water development programs.

If the state is to have such a program. I believe that it
would be appropriate to lodge it in the Water Conservation
Board. The Board has a broad statutory mandate to devise means
and plans to bring about the greater utilization of the state's
water resources. to gather data and information to this end.
and to work with other agencies and water users in all
regards. See sections 37-60-106 and 115(1).

Recommendation

J- '-filL ~i
new
~
tso,J'L

t l-y,.L:t.(/),nJZ..C.

I recommend that the Board ask that the proposed
position. if funded. be placed on the Board's staff.

JWM/gl

- 3-
