MacRavey, Executive Director <br /> <br />November 7, 1991 <br /> <br />Mr. David Walker <br />Director <br />Colorado Water Conservation Board <br />1313 Sherman Street, Room 721 <br />Denver, CO 80203 <br /> <br />Dear Mr. Walker: <br /> <br />The Water Conservation Committee of the Colorado Water <br />Congress met on October 28, 1991 in order to review the proposed <br />guidelines for the Water Conservation and Water Use Efficiency <br />Grant Programs. In general, the Committee found the guidelines <br />to be well written and is supportive of your program. <br /> <br />We did nonetheless have some specific comments that we would <br />like to see incorporated in the final guidelines. These comments <br />are summarized below. <br /> <br />EMPHASIS ON INDOOR PLUMBING MEASURES <br /> <br />In Ms. Hout's comments at our meeting, she indicated that <br />the grant program will emphasize water conservation measures for <br />indoor plumbing. This category includes retrofit of plumbing <br />devices (i.e., toilets and showerheads) and toilet replacement or <br />leak repair. <br /> <br />This topic has received much publicity in recent years and <br />has been the subject of several proposed bills. Many <br />municipalities have had active programs in this area for quite a <br />while. Because this area has already received a good deal of <br />emphasis and one of the goals of the program is to develop new <br />ideas, we believe that proposals for indoor plumbing measures <br />should not receive consideration over any other category. <br /> <br />PRIORITIZATION OF CATEGORIES <br /> <br />In the proposed guidelines, it states that "Projects <br />eligible for grants shall fall within chosen categories of <br />conservation measures." We understand the following areas <br />be emphasized for funding in the upcoming year: <br /> <br />water <br />would <br /> <br />* <br /> <br />Water Conservation Measures for Indoor Plumbing <br /> <br />* <br /> <br />Water Conservation Measures for Public Open Space <br /> <br />* <br /> <br />Public Information/Education <br /> <br />Member of National Water Resources Association and Water Resources Congress <br />
