INTER-AGENCY COOPERATION <br /> <br />The author meet with the U. S. Environmental Protection Agency <br />Superfund Project Manager for the Quartz Hill site. The EPA is <br />investigating remedial actions to clean up acid mine leakage from <br />Quartz Hill (which forms the south side of the Nevada Gulch <br />basin) and run-on and runoff carrying heavy metals from the Free <br />Parking lot. They are also investigating stabilizing the slopes <br />of the Free parking lot, which is composed of mine tailings. <br />Their project is completing the public comment phase and they <br />will be making decisions on remedial action methods soon. <br /> <br />The EPA project is mentioned in this report to identify a <br />potential source of funds for Nevada and Spring Gulch tailing and <br />slope stabilization. The goal of Central City to reduce <br />sediments and debris clogging the drainage system and depositing <br />on streets (see Appendix A) can largely be achieved by the same <br />methods the EPA will employ to keep acid and heavy metals from <br />infiltrating North Clear Creek. <br /> <br />Cooperation with the EPA would maximize the benefit to both the <br />,federal and local government. Because of the dual benefit, the <br />Central City could have a more active role in the planning and <br />design of remediation measures. The EPA's schedule is generally <br />compatible with Central City's in that the design phase will be <br />commencing in the next few months. <br /> <br />Due to the expense of Nevada and Spring Gulch tailing and slope <br />stabilization noted in Section 6, and due to the need to <br />coordinate Central City's drainage and sediment control efforts <br />with the EPA, the cost of tailing and slope stabilization is not <br />included in the economic analysis.
