<br />FLOOD PLAIN ZONE <br /> <br />SECTION XXXII-A <br /> <br />I. PURPOSE <br /> <br />It is the purpose of this Section to promote the <br />public health, safety, and general welfare, and to <br />minimize flood losses by provisions designed to: <br /> <br />A. Restrict or prohibit uses which are dangerous <br />to health, safety or property in times of flood <br />or which cause increased flood heights or velo- <br />cities. <br /> <br />B. Require that uses vulnerable to floods, including <br />public facilities which serve such uses, be pro- <br />vided with flood protection at the time of initial <br />construction. <br /> <br />C. Protect individuals from buying lands which are <br />unsuited for intended purposes because of flood <br />hazard. <br /> <br />II. DEFINITIONS <br /> <br />CHANNEL: A natural or artificial low lying land area <br />with definite bed and banks to confine and conduct <br />continuously or periodically flowing water. <br /> <br />ENCROACHMENT: See Obstruction. <br /> <br />EQUAL DEGREE OF ENCROACHMENT: A standard applied to <br />the evaluation of the effects of uses requiring approval <br />of location on increases in flood heights. It assumes <br />that an encroachment if permitted may confer on all pro- <br />perty owners on both sides of the stream an equal right <br />to encroach to the same degree within that reach. Since <br />the factors affecting hydraulic efficiency are usually <br />not uniform within a reach this will usually not result <br />in equal distances between encroachment lines and the <br />sides of the stream. <br /> <br />FLOOD: A temporary rise in a water course flow or stage <br />that results in water overtopping its banks and inundating <br />areas adjacent to the channel. <br /> <br />FLOOD PLAIN: The relatively flat area or lowlands <br />adjoining the channel of a stream or watercourse and <br />subject to flood water overflow. <br /> <br />FLOOD PROFILE: Engineering conclusions, based upon his- <br />torical facts and/or generally accepted engineering <br />principles, represented on a graph or other medium, <br />showing the relationship of the water surface elevation <br />of a flood to the lands surrounding the channel. <br /> <br />- 17 - <br />
