<br />RESOLUTION <br /> <br />WHEREAS, The County of El Paso Colorado has adopted and is <br /> <br />enforcing the El Paso County Area Building Code and Flood Plain <br /> <br />Zoning Resolution; and <br /> <br />WHEREAS, The Board of County Commissioners of El Paso County, <br /> <br />Colorado, has adopted an area building code pursuant to the pro- <br /> <br />vis'ons of Colorado Revised Statute, 1963, 36-15-1 and 36-15-2, <br /> <br />which requires any person, firm or corporation to obtain a building <br /> <br />permit from the El Paso County Building Department prior to erecting, <br /> <br />constructing, enlarging, altering, repairing, improvin~, moving or <br /> <br />demolishing any building or structure; and <br /> <br />WHEREAS, The El Paso County Building Department must examine <br /> <br /> <br />all plans and specifications for the proposed construction when <br /> <br /> <br />application is made to it for a building permit; and <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Board of County Commis- <br /> <br />sioners of El Paso County as follows: <br /> <br />1) That the Building Department for El Paso County when <br />reviewing applications for building permits, including <br />the plans and specifications for the proposed construc- <br />tion, will review all building permit applications to <br />determine if the proposed construction is consistent <br />with the need to minimize flood damage. <br /> <br />2) That the Building Department shall review all building <br />permit applications to determine if the site of the <br />proposed construction is reasonably safe from flooding <br />and to make recommendations for construction materials <br />and methods in all locations which have flood hazards. <br /> <br />3) That the Building Department in reviewing all applica- <br />tions for construction in flood hazard locations within <br />El Paso County shall require that any such proposed con- <br />struction must: <br /> <br />a. Be designed and anchored to prevent the floatation, <br />collapse or lateral movement of the structure or <br />portions of the structure due to flooding. <br /> <br />b. Use construction materials and utility equipment <br />that are resistant to flood damage. <br /> <br />c. Use construction methods and practices that will <br />minimize flood damage. <br /> <br />d. Provide adequate drainage in order to reduce <br />exposure to flood hazards. <br />
