<br />NATIONAL FLOOD INSURANCE <br /> <br />The National Flood Insurance Program is a program <br />administered by the Federal Insurance Administration and <br />established under the National Flood Insurance Act of <br />1968, to make limited amounts of flood insurance available <br />to property owners at federally subsidized rates. The <br />program is made possible by the cooperative efforts of the <br />federal government, the private insurance industry (working <br />through the medium of the National Flood Insurers Association) <br />and the local 90vernments. <br /> <br />Flood Insurance, at a subsidized rate, is made available to <br />all existing housing, businesses, industry, churches, etc., <br />located within eligible counties or communities and future <br />housing, business, etc., providing it is not built in a flood <br />p1pin. <br /> <br />Property owners in a county or community that has taken official <br />action to complete federal eligibility requirements may purchase <br />this coverage from most local insurance companies. E1 Paso County <br />(unincorporated area) has been eligible for the sale of federally <br />subsidized flood insurance, E1 Paso County is required to adopt <br />and enforce adequate land use and control measures, consistent <br />with federal criteria as set forth in Part 1910 of Title 24, <br />Housing and Housing Audit, Chapter VII, Federal Insurance Admin- <br />istration, Department of Housing and Urban Development. Such <br />measures must be designed to reduce or avoid future flood or <br />muds1ide damage and include effective enforcement provisions among <br />the requirements. <br /> <br />Two resolutions were passed by the Board of County Commissioners, <br />in order for the County area to become eligible for the program. <br />The first being a resolution declaring intent and desire to comply <br />with the National Flood Insurance Program regulations and desig- <br />nating the County Planning Department as the representative agency <br />of the County in the Program. <br /> <br />The second resolution gives the County Building Department authority <br />and powers to enforce building codes, regulations, restrictions, <br />etc., as they pertain to flooding criteria as specified by the <br />National Flood Insurance Program. <br /> <br />- 15 - <br />
