Hvdraulic Analvsis <br /> <br />The hydraulic analysis for the preparation of the existing FHBM likely consisted of interpretation <br />of USGS quadrangle mapping by HUD's engineering consultant, along with telephone discussions <br />with local officials. The telephone discussions addressed any historic flood problems that may <br />have occurred in Kit Carson. The FIA did perform and did not have the benefit of any detailed <br />hydrologic and hydraulic analyses for the preparation of the FHBM. Future hydraulic analyses, <br />submitted by developers or development proponents, for determining I DO-year water surface <br />elevations for approximate floodplains may be computed using FEMA's Quick-2 computer <br />program, the Corps of Engineers' HEC-2 computer program, or other acceptable hydraulic <br />methods. <br /> <br />Floodplain Mappinl!: <br /> <br />The official floodplain information for the Town of Kit Carson is the Flood Hazard Boundary Map <br />(FHBM), dated December 13, 1974. The FHBM was originally prepared by the Federal Insurance <br />Administration (FIA). The FHBM is the only available floodplain mapping for the Town of Kit <br />Carson at this time. Based on CWCB field observations, conversations with the Town of Kit <br />Carson, and information about the 1965 flooding on Wild Horse Creek, there are concerns that the <br />FHBM does not accurately depict the potential floodplain for the Town. <br /> <br />. <br /> <br />The CWCB has prepared a revised floodplain map that shows an approximate I DO-year floodplain <br />area that seems to be more reasonable based on existing local topography, hydraulic structures, and <br />channel conditions. The revised floodplain map, which is presented in the Appendix, shows both <br />the existing FEMA floodplain and the proposed CWCB floodplain. It is important to note that the <br />CWCB's proposed floodplain delineation is preliminary, and should not be construed as a new <br />official floodplain map for the community. The proposed map would have to be verified by <br />performing an approximate floodplain study, and would have to be accepted by community <br />officials and FEMA before it could become the new official map for the community. If a new <br />official floodplain map is completed for the Town of Kit Carson, then the CWCB would propose to <br />designate and approve the new mapping, and rescind the old mapping. <br /> <br />FLOODPLAIN MANAGEMENT <br /> <br />Local Ordinance/StatutorY Requirements <br /> <br />Communities that manage their floodplains in Colorado do so most often through the local <br />regulatory process. This requires a community to adopt an ordinance or regulation that sets forth <br />the performance standards by which development will occur in identified flood hazard areas. <br />Nationwide and in Colorado, regulations are enforced within the area of the IOO-year floodplain. <br /> <br />. <br /> <br />4 <br />
