<br />. <br /> <br />. <br /> <br />. <br /> <br />STUDY AREA DESCRIPTION <br /> <br />Communitv DescriDtion <br /> <br />Kit Carson is located in east central Colorado. It is located approximately 25 miles west of <br />Cheyenne wells. The area studied for the FHBM is the incorporated areas of the Town of Kit <br />Carson as of December 13,1975. <br /> <br />Watershed DescriDtion <br /> <br />Wild Horse Creek originates in Cheyenne County northwest of Kit Carson. The headwaters are <br />located at elevations around 4,000 feet. The creek flows southeasterly from it's origin, through <br />Cheyenne County, and to its confluence with Big Sandy Creek downstream of (south of) the Town <br />of Kit Carson. <br /> <br />Floodinl! Problems and Floodinl! History <br /> <br />Convective type cloudburst storms sometimes lasting for several hours, can be expected to occur in <br />the Kit Carson area during the summer months. The cloudburst storms can cause high peak flows <br />with a small water volume over a short duration. Flooding from general rainstorms may also occur <br />during the months of June through September. General rainfall flooding is characterized by higher <br />peak flows with a moderate volume and a moderate duration. Flooding is more severe when <br />antecedent rainfall has resulted in saturated ground conditions or the ground is frozen and <br />infiltration is minimal. <br /> <br />Local street flooding has occurred in Kit Carson during the summer months as a result of runoff <br />from thunderstorm activity in the area. Flooding from Wild Horse Creek occurred during 1965. A <br />severe flood on Big Sandy Creek may cause a tailwater condition for flood water from Wild Horse <br />Creek. This may cause flows to back up into portions of Kit Carson. Direct flooding from Big <br />Sandy Creek would not normally occur in Kit Carson, unless there was an extreme thunderstorm or <br />general rainstorm event causing floodwater to rise above the level of the 1 DO-year flood elevation. <br /> <br />Communitv ResDonse to the CWCB Desimation and Annroval Process <br /> <br />A letter from the CWCB was transmitted to the Town of Kit Carson regarding the Board's <br />proposed action for designation and approval of this Floodplain Information Report and the Kit <br />Carson FHBM. The Town was not interested in sending an official letter requesting that the <br />CWCB designate and approve floodplain information currently available to the community. The <br />Town was not opposed to the Board's action, providing that the designation and approval process <br />did not require any staff time or financial responsibility on the part of Kit Carson. <br /> <br />2 <br />
