<br />. <br /> <br />. <br /> <br />. <br /> <br />The City of Colorado Springs should regulate the approximate floodplains on a case-by-case basis <br />subject to a detailed hydrologic and hydraulic analysis. A detailed floodplain analysis will be <br />required in certain cases, as listed above. The detailed analysis should be performed by a <br />professional engineer and submitted by the development proponent. An approximate floodplain <br />analysis may be submitted by a developer or development proponent, for the specific cases listed <br />above (open space, agriculture, farm bridges, pole barns, and individual single residential <br />structures), in accordance with the determinations of the Colorado Water Conservation Board <br />regarding the applicability of the Guidelines. The City of Colorado Springs may also require, at its <br />discretion, that a detailed floodplain analysis be submitted in lieu of the use of the Guidelines <br />methodology for any situation that it deems necessary. <br /> <br />Hvdraulic Analvsis <br /> <br />Hydraulic information used for the preparation of the Colorado Springs FIS was accomplished <br />using both detailed and approximate engineering methods. For those streams in the county that <br />have detailed floodplain delineations, the hydraulic analyses were performed using standard <br />engineering procedures for determining IOO-year water surface elevations, as discussed in Section <br />3.2 of the FIS. For the streams that have approximate floodplain information, the hydraulic <br />analyses likely consisted of interpretation of available topographic mapping, along with telephone <br />discussions with local officials, Future hydraulic analyses, submitted by developers or development <br />proponents, for determining IOO-year water surface elevations for approximate floodplains may be <br />performed using FEMA's Quick-2 computer program, the Corps of Engineers' HEC-2 computer <br />program, or other acceptable hydraulic methods. <br /> <br />5 <br />
