INTRODUCTION

Authorization

The CWCS has certain statutory responsibilities relating to the designation and approval of
floodwater runoff channels or basins as follows:

... "to devise and formulate methods, means, and plans for bringing about the greater
utilization of the waters of the state and the prevention of flood damages therefrom, and to
designate and approve storm or floodwater runoff channels or basins, and to make such
designations available to legislative bodies of cities and incorporated towns, to county
planning commissions, and to boards of adjustment of cities, incorporated towns, and
counties of this state...", Section 37-60-106(l)(c) of the Colorado Revised Statues (CRS).

A CWCS designation and approval of current floodplain information is needed for the incorporated
areas of the City of Colorado Springs, Colorado, The CWCS has prepared this addendum as a
means of designating of the approximate floodplain information contained in the original Colorado
Springs FIS and the 1989 Revised FIS. This designation action will complement the previous
CWCS designation (Resolution No. 264) of the detailed floodplain information in the original FIS
so that the community can better implement its floodplain management program.

Puruose and Scope

This Hydrology Addendum was prepared to provide supporting documentation for the approximate
IOO-year floodplain boundaries shown on the Colorado Springs FIS, dated December 18, 1986, and
the Revised FIS, dated March 2, 1989. The FIS' were prepared using both detailed and
approximate floodplain techniques. Engineering information was not provided to support the
approximate floodplain delineations of the FIS'. This addendum provides limited engineering
information to fulfill that need.

This addendum includes:

I. Authorization for the report and its purpose and scope;

2. Study area description including information on the community, the watershed, any known
flooding historylflooding problems, previous studies and projects, and community response to
the CWCS designation and approval process;

3. Description of hydrologic and hydraulic information; and

4. Floodplain management program.
