<br />9 <br /> <br />Damage Reduction <br />Within the reach of Fountain Creek analyzed herein, the flood plain is <br />occupied by several types of structures. These include: <br /> <br />1. Retail shopping stores (20,000 square feet), and small commercial <br />businesses. <br /> <br />2. Single family residences. <br /> <br />3. Mobile homes. <br /> <br />4. Utilities. <br /> <br />5. Water diversion structure. <br /> <br />With the drainage facilities existing at this time, many of these struc- <br />tures would be damaged by even the la-year flood event, where shallow over- <br />banks are present. During the laO-year event, buildings in the Red Rock <br />Canyon Shopping area would be inundated by floodwaters to eight feet in depth. <br />The closure of 31st Street, as well as the possible loss of the bridge struc- <br />ture could also occur. The potential for greater overbank flooding exists <br />because of the blockage in the existing channels, along with structural damage <br />related to the impact of flood debris on buildings. Finally, during the <br />lOa-year event, large boulders could also damage bridge structures along this <br />reach of Fountain Creek. <br />An analysis of the potential dollar loss from floods of varying frequen- <br />cies was performed. This was done by estimating the depth of flooding at each <br />structure for the 10-, 50- and lOa-year floods, assuming no channel improve- <br />ments. The results of this analysis are shown on Table 3. Cost of the dama- <br />ges to structures within the Fountain Creek flood plain were estimated using <br />depth, damage relationships prepared by the FEMA. Annual damages for this <br />portion of Fountain Creek are estimated at $1.1 million. <br />The estimate of losses resulting from the closure of businesses during <br />and after a flood event were made assuming a minimum closure of ten business <br />days for the 10-year floods, and 60 days for the businesses within structures <br />expected to withstand the lOa-year event. Loss of sales taxes and wages were <br />estimated using gross sales figures for 1980 through 1984 for the Red Rock <br />Canyon Shopping Center, and an average wage of $7.00/hour, respectively. <br />
