<br />l <br /> <br />development, further study would be required to arrive at an equitable sharing <br />11 of project costs and benefits, <br /> <br />n <br />il <br />, , <br /> <br />1.3 STUDY PROCESS <br /> <br />l <br />!l <br /> <br />The Study was carried out in accordance with "The Plan of Study" (POS) <br />contained in the consultant's contract, The POS identifies 16 individual work <br />tasks compri sing 45 subtasks. The 16 work tasks are 1 i sted in Tabl e 1.1. <br />This Phase I Feasibility Study (or prefeasibility study) is the first step in <br />a complex process leading to the construction of a water resources project. <br />The steps included in this process for a project which includes a storage <br />reservoir are shown in Figure 1.2 <br /> <br />r', <br />! ! <br /> <br />- <br />, <br /> <br />This Study was conducted at a prefeasibility level of evaluation. This <br />means that it was completed in sufficient detail to. distinguish the major <br />differences between alternatives, describe the viability of each alternative, <br />and determine if more refined studies are warranted, If warranted, a full <br />feasibility study would be the next pha~e of the process. Such a study would <br />probably be carri ed out in di screte steps in order to mi nimi ze investment <br />until such time that the project sponsors could be relatively certain that a <br />financially feasible project has been identified. All steps of the <br />feasibility study would be conducted at a level of detail suitable to support <br />regul atory processes mandated under the National Environmental Pol icy Act <br />(NEPA), including the acquisition of needed permits and licenses, The <br />feasi bil ity study woul d also provide the fi nanci a1 information that woul d <br />serve. as the foundation for project proponents and financing entities to make <br />decisions regarding their future involvement in the project. To accomplish <br />these goals, the feasibility study might include detailed geologic and <br />geotechnical investigations. Final design for a selected project would be <br />undertaken following the feasibility study phase, <br /> <br />- <br /> <br />- <br /> <br />The Study has been performed with the assistance of an Advisory Committee <br />composed of 21 individuals representing a wide variety of interest groups, and <br />a Technical Steering Committee, <br /> <br />1-3 <br />
