This section requires that notice of final flood elevations shall be sent to the Chief
Executive Officer of the community, all individual appellants, and the State Coordinating Agency, and shall
be published in the Federal Register,

On December 16, 1980, the Federal Emergency'Management Agency (FEMA) issued a Flood Insurance Rate
Map (FIRM) that identified the Special Flood Hazard Areas (SFHAs) in your community. Recently, FEMA
completed two re-evaluations of flood hazards in your community, On June 30,1998, and March 22, 2000,
FEMA provided you with Preliminary copies ofthe Flood Insurance Study (FIS) report and FIRM that
identify existing flood hazards in your community, including elevations of the flood having a I-percent
chance of being equaled or exceeded in any given year (base flood). The proposed Base Flood Elevations
(BFEs) for your community were published in the Summit Daily News on September 24 and October I, 1999,
from the restudy oflhe Blue River near the Town of Breckenridge, and on August 18 and August 25,2000,
from the restudy oflhe Blue River near the Town of Silverthorne, and in the Federal Register, at
65 FR 68963, on December 14, 1999, and on November IS, 2000, respectively,

The slatutory 90-day appeal periods, which were initiated on the second newspaper publication dates ciled
above, have ended, FEMA did nol receive any appeals of the proposed BFEs during that time, Accordingly,
the BFEs for your community are considered final. The final rule for BFEs will be published in the Federal
Register as soon as possible. The FIRM for your community will become effective on August 9,2001.
Before the effective date, FEMA will send you final printed copies of the FIS report and FIRM.

As stated in our recent letter dated January 19,2001, as part of the finalization of the FIRM panels for your
community, we have converted the affected FIRM panels to the Map Initiatives Format on a panel-to-panel
basis. In the Map Initiatives Format, all BFEs, cross sections, zone designations, and floodplain and floodway
boundary delineations are shown on the FIRM. The flood insurance zone designations will also change to
reflect the new format. We have enclosed a set of Proof Copy FIRM panels for your review.

Because the FrS establishing the BFEs for your community has been completed, certain additional
requirements must be met under Seclion 1361 of the Nalional Flood Insurance Act of 1968, as amended,
within 6 months from the date ofthis letter. Prior to August 9, 2001, your community is required, as a
condition of continued eligibility in the Nalional Flood Insurance Program (NFIP), to adopt or show
