WHEREAS, the drainage area for Gonzales Creek is greater than the lower limit, One-half
(0-5) square mile, for the use of the U.S. Geological Survey publication, Techniques For
Estimating Regional Flood Characteristics of Small Rural Watersheds in the Plains Region of
Eastern Colorado; and

WHEREAS, the hydrology in said new report for Gonzales Creek has been estimated using
the appropriate regression equations in accordnace with the U.S. Geological Survey publication,
Techniques For Estimating Regional Flood Characteristics of Small Rural Watersheds in the
Plains Region of Eastern Colorado; and

WHEREAS, Section 37-60-106(l)(c), Colorado Revised Statutes, requires the
Colorado Water Conservation Board to assist in the prevention of floods and flood damages
therefrom; and

WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide
that legislative bodies of local jurisdictions may provide zoning regulations for land uses on or
along any storm or floodwater runoff channel or basin only after designation and approval by
the Colorado Water Conservation Board; and

WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado
Water Conservation Board to designate and approve storm or floodwater runoff channels or
basins and to make such designations available to legislative bodies of local jurisdictions; and

WHEREAS, the information in said new report for Gonzales Creek meets all of the
requirements for approximate floodplain information listed under the Board's "Rules and
regulations for the Designation and approval of Floodplains and of Storm or Floodwater Runoff
Channels in Colorado" (2 CCR 408-1);

WHEREAS, Colorado Water Conservation Board has determined that the hydrologic
methodology developed in the the methodology developed in the U.S. Geological Survey
publication, Techniques For Estimating Regional Flood Characteristics of Small Rural
Watersheds in the Plains Region of Eastern Colorado; and are appropriate for designation and
approval of approximate floodplain information and for use in simple floodplain analyses for
development such as open space, agriculture, fann bridges, barns and indicidual residential
structures, but that the methodology is not appropriate for development involving residential
subdivisions greater than 50 lots or occurring on sites greater than 5 acres, commercial
construction, industrial construction, construction of public transportation facilities or construction
of flood control facilities; and

NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in regular
meeting assembled in Denver, Colorado, this 20th day of March, 1997, that it does hereby
