<br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />The purpose of this Flood Insurance Study is to investigate the existence and <br />severity of flood hazards in the town of Telluride, San Miguel County, Colorado, <br />and to aid in the administration of the National Flood Insurance Act of 1968 and <br />the Flood Disaster Protection Act of 1973. The information contained in this <br />report will be used by local and regional pI anners to promote sound 1 and use and <br />floodplain management. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The hydrologic and hydraulic analysis for this study was prepared by Simons, Li <br />& Associates, Inc., the study contractor, for the Federal Emergency Management <br />Agency (FEMA) , under Contract No. EMW-87-C-2468. This work was completed in <br />October 1989. <br /> <br />1.3 Coordination <br /> <br />An initial field reconnaissance and coordination meeting for this study was held <br />on September 11 and 12, 1986, In the town of Telluride between representatives <br />of the town, FEMA, Colorado Water Conservation Board, and the Study Contractor. <br />The purpose of this meeting was to discuss the nature and purpose of the study, <br />the scope and limits of work, and observe the conditions of the study area. <br /> <br />A search for basic data was made at all levels of government. Federal, state <br />and 1 oca 1 agenc i es were contacted as to the! ava I I abil i ty of any reports, stu<ti es <br />or Investigations which might contain useful information relative to flooding <br />problems in the community. A detailed field reconnaissance was conducted by SLA <br />per sonne 1 on October 5 through 9, 1987. The detailed fl e 1 d reconna i ssance <br />included a cross-sectional survey of the Cornet Creek channel through the town, <br />measurement of all hydraulic structures along the str,"am and Inspection of <br />watershed areas. <br /> <br />During the course of the work by the Study Contractor, the results of the <br />hydrologic analyses were reviewed by the tOlm, FEMA, and the Colorado vlater <br />Conservation Board. Flood elevations, flood boundaries, and flood-hazard <br />delineations were reviewed by FEMA and community officials. The final <br />consultation and coordination meeting was held on April 7, 1989. The results <br />of the study were presented to and accepted by the community. <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study covers the incorporated area of the town of Telluride, <br />San Mi gue 1 County, Colorado. ThE! area of study is shown on the v I c i n ity map <br />(Figure 1). <br /> <br />A detailed analysis was performed on the portion of Cornet Creek within the town <br />of Telluride from the San Miguel River upstream to the town boundary. <br />
