This Manual <br /> <br /> <br />supplements the Handbook by discussing in detail HOW to do what <br /> <br />needs to be done, It should serve as a reference tool for <br /> <br />experienced personnel and/or as a training guide for new Team <br /> <br />members, It should also ensure <br />the Hazard Mitigation" at <br /> <br />uniformity and consistency within <br /> <br />the Regi onal level, <br /> <br />This Manual assumes that the user has at least a rudimentary <br /> <br />'I <br /> <br />familiarity with the FEMA Flood Hazard Mitigation Programs, the <br /> <br /> <br />requirements of the OMS Directive, Sections 201 and 406 of <br /> <br /> <br />PL 93-288, Executive Orders 11988 and 11990, the National Flood <br /> <br />Insurance Pro9ram, the 1362 Acquisition Program, and other <br /> <br />relevant mitigation legislation, regulations, and programs, <br /> <br />This Manual should be used in conjunction with the Handbook and <br /> <br />other relevant policies, procedures, and directives. It is not a <br /> <br />cookbook; each di saster is uni que and no procedure's manual can <br /> <br />cover all circumstances. Accordingly, this Manual is designed to <br /> <br />allow for maximum flexibility and will require continual <br /> <br />modification and adaptation as dictated by the disaster event. <br /> <br />J <br />
