Attachment #18

"

Federal Emergency Management Agency

Region IX Building 105
Presidio of San Francisco. CA 94129

December 6, 1982

MEMORANDUM FOR: Tommie C. Hamner
Disaster Recovery Manager

FROM: Vi ki Thompson tJ.;:/"
Hazard Mitigation Officer

SUBJECT: Daily Report No, 1

1. The preliminary hazard mitigation surveys and analysis have been
completed, The data collected regarding heavily impacted areas and
the locations and facilities with the greatest potential for mitigation
will be presented to the Interagency Team at the initial meeting,
In addition, slides of these locations will be shown,

2. The initial meeting of the Interagency Team is scheduled for
10:00 AM, Monday, December 6th, All Federal agencies will be
represented except for HHS, EPA and DOE. However, there is an HHS
representative on the island doing school (and other) assessments
and will contact me. EPA is not expected to participate in this Team
effort as there is little or no opportunity for mitigation in their
program area, However, the EPA representative is remaining available
by telephone.

Local government participants on the Team will include 3 represen-
tatives from each of the two declared counties. No State participation
is anticipated at this point in time. The lack of State involvement
has delayed the data gathering effort and hampered the analysis and
survey function,

3. John Seyffert was contacted regarding the availability of funds
to immediately (hopefully within 60 days) conduct a flood insurance
re-study from Poipu Beach to Kekaha on Kauai, This area sustained
major damage in locations not shown as subject to flooding on the
current FIRM. Many structures were either severely damaged or totally
destroyed.

....,21

(

.
