Dear Mayor Lasater:

This responds to a request that the Federal Emergency Management Agency (FEMA) {evise the effective
Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in
accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations, In a letter dated
April 21, 1997, Mr, William Sweeney, Public Works Director, Town of Parker, requested that FEMA
revise the FIRM and FIS report to show the effects of placement of fill at the Villages at Parker Elementary
School, construction of the Riva Ridge Street bridge, and more detailed topographic information along
Sulphur Gulch from approximately 2,300 feet downstream to approximately 9,800 feet upstream of Riva
Ridge Street. The revision was extended upstream into Douglas County approximately 1,200 feet upstream
of County Road No, 9 to the limit of detailed study, Changes were also made to the Floodway Data Table
to correct errors in a previous revision to the FIS report, This request follows up in part on a Conditional
Letter of Map Revision issued on February 23, 1996, for an area from approximately 2,300 feet
downstream to approximately 2,200 feet upstream of Riva Ridge Street.

All data required to complete our review of this request were submitted with letters from Mr, Eldon Von
Ohlen, P,E" P,L.S" EVO Consulting Services, Inc.; Mr. Fred H, Koch, P,E" Engineer, Douglas County;
Mr. Kumar R, Halbe, P,E" and Mr, Brian J, Poling, P,E" both Project Engineers with Merrick &
Company; Mr, Brad Robenstein, P,E" Drainage and Flood Control Engineer, Douglas County Public
Works Department; Ms, Georgia Simpson, RG Consulting Engineers, Inc,; and Mr, Sweeney,

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
FIS report. We have revised the FIRM and FIS report to modify the elevations and floodplain and
floodway boundary delineations of the flood having a I-percent chance of being equaled or exceeded in
any given year (base flood) along Sulphur Gulch, As a result of the modifications, the base flood
elevations (BFEs) for Sulphur Gulch increased; the width of the Special Flood Hazard Area (SFHA), the
area that would be inundated by the base flood, increased in some areas and decreased in other areas; and
the width of the regulatory floodway increased in some areas and decreased in other areas, The
modifications are shown on the enclosed annotated copy of FIRM Panel(s) 0090 B, Profile Panel(s) 13P
through 17P, and affected portions of the Floodway Data Table, This Letter of Map Revision (LOMR)
hereby revises the above-referenced panel(s) of the effective FIRM dated July 4, 1989 and the affected
portions of the FIS report dated February 2, 1996,

I,
