<br />I <br />I <br />I <br />il <br />il <br />I <br />II <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />L INTRODUCTION <br /> <br />Southwest Weld County is presently experiencing rapid growth and development within <br />the boundaries of the Godding Hollow and TIi-Town Basins. These basins have a long history <br />of flooding problems with the most severe problems recently focused within the communities of <br />Dacono, Firestone and Frederick, In addition, potential flooding and overtopping of Interstate <br />Highway 25 poses a threat to public health and safety. As future development occurs within the <br />basins, these existing flooding problems will likely be exacerbated; consequently, the construction <br />of adequate storm drainage facilities that mitigate both existing and future flooding problems <br />becomes increasingly important <br />In support of the need to provide these facilities, Weld County contracted with Anderson <br />Consulting Engineers, Inc, to develop master drainage plans for the Godding Hollow and Tri- <br />Town Basins. This report summarizes the results of the master planning efforts for both of these <br />basins. <br /> <br />1.1 Project Goals and Objectives <br /> <br />The goal of this project was to develop a Master Drainage Plan (MDP) that can be utilized <br />as a tool for making decisions related to stormwater management within the boundaries of the two <br />basins, Completion of the master drainage plan for the Godding Hollow and Tri-Town Basins <br />involved the development of a planning document that would: ' <br /> <br />(a) identify long-term capital improvements and rehabilitation measures for the existing <br />drainage system; <br /> <br />(b) be a tool for implementation of future improvements associated with new <br />developments within the basin boundaries; <br /> <br />(c) provide a basis for prioritizing and scheduling required improvements <br />(implementation plan); <br /> <br />(d) provide the flexibility to implement improvements that afford flood protection <br />while being cost effective; <br /> <br />(e) address water quality issues; <br /> <br />(f) identity uniform criteria for the planning and design of major drainageway facilities <br />and on-site detention requirements; and <br /> <br />T:lOPEMCoweJdOllcowe/.dOl fnl rpr.wpd <br /> <br />1.1 <br /> <br />Seplt.mtJe.r 8. 1999 <br />
