<br />. <br /> <br />. <br /> <br />e <br /> <br />COMPLIANCE WITH CWCB TECHNICAL STANDARDS <br /> <br />WHEREAS, the detailed floodplain inforIJlation for the Uncompahgre River in said new Flood <br />Insurance Study with included maps meets all of the requirements listed under the Board's "Rules and <br />Regulations for the Designation and Approval of Floodplains and of Storm, or Floodwater Runoff <br />Channels in Colorado" (2 CCR 408-1); and - -- <br /> <br />WHEREAS, the approximate riverine floodplain information, as listed in Table 2, in said new <br />Floodplain Information Report with included Hydrology Addendum and maps meets all of the <br />requirements listed under the Board's "Rules and Regulations for the Designation and Approval of <br />Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, lOO-year peak discharges within Ouray County for the streams listed in Table 2 <br />were developed by the consulting firm of Montgomery Watson utilizing the best available <br />methodology for each specific stream; and <br /> <br />WHEREAS, a procedure for determining hydrology information in Ouray County for <br />approximate floodplains of reservoirs, lakes, ponds, local storm drainage areas, and overflows from <br />irrigation ditches and canals has not been established by the CWCB; and those floodplain areas may <br />not be designated as approximate floodplain information without a procedure for estimating 100-year <br />peak flows, and therefore the local government should require that a detailed hydrologic and hydraulic <br />study be performed by a professional engineer and submitted by the developer or the development <br />proponent prior to any floodplain development in tbose cases; and <br /> <br />WHEREAS, hydraulic determinations for the approximate floodplains listed in Table 2 <br />were prepared by FEMA using approximate hydraulic techniques approved under the Board's <br />"Rules and Regulations for the Designation and Approval of Floodplains and of Storm or <br />Floodwater RunoffCharmels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, Ridgway Reservoir on the Uncompahgre River was not completed until 1987 <br />and therefore is not included in said Flood Insurance Study; and <br /> <br />WHEREAS, approximately a 2,5 mile reach of the Uncompahgre River has been <br />channelized north ofthe Town of Ouray and is not reflected in said Flood Insurance Study; and <br /> <br />WHEREAS, elevations of the Uncompahgre River bed have changed over time due to <br />erosiofl sedimentation, and mining activities along the river; and <br /> <br />WHEREAS, Ouray County should continue to regulate new development and construction in <br />floodplain areas on a case-by-case basis based on the information presented in said new Flood Insurance Study and Hydrology Addendum, or based on the best available floodplain information that <br />is accessible to the County; and <br /> <br />3 <br />
