O. Box 419 <br />Loveland, Colorado 80537 <br />hereby makes application to the Federal Energy Regulatory Commission for a license to <br />authorize reconstruction, operation, and maintenance 01 certain project works lully <br />described herein. <br /> <br />2. <br /> <br />A concise, general description 01 the project is as 101l0ws, and plans 01 the principal project <br />works are shown on Exhibit L, which is submitted herewith and made a part of this <br />Application: <br /> <br />On July 31 st and August 1 st, 1976, one 01 the worst disasters ever experienced in the State <br />01 Colorado occurred when torrential rainlalls in Roosevelt National Forest caused severe <br />flash flooding 01 the Big Thompson River and Canyon. Damage to lives and property were <br />immense. Included among these physical lacilities which were destroyed and/or damaged <br />were the dam, hydroelectric plant, pipeline and appurtenances which lormed the City 01 <br />Loveland Municipal Power Plant. The power plant had been in continuous operation since <br />its construction in 1924. <br /> <br />Funded under the provisions 01 Public Law 93-288 which is administered by the Federal <br />Disaster Assistance Administration, the damaged portion of the project calls for the <br />replacement of the following facilities in Big Thompson Canyon, Colorado: <br /> <br />a. <br /> <br />A concrete diversion dam destroyed by the flood. <br />Approximately 1,700 lineal leet of 36 inch steel and concrete pipe destroyed by the <br />flood. <br />A 900 KW hydroelectric plant destroyed by the flood. <br /> <br />b. <br /> <br />c. <br /> <br />d. <br /> <br />Approximately 2200 lineal feet of 36-inch wood stave pipe. <br /> <br />The total project for which this application is submitted consists of the following elements: <br /> <br />a. <br /> <br />An ogee concrete gravity dam measuring 193 feet from the north face of the north <br />abutment to the south face of the south abutment. <br /> <br />b. <br /> <br />9,500 lineal feet of buried pipeline (penstock) consisting of 36.inch steel pipe <br />running easterly from the dam to the hydroelectric power plant which is located in <br />the City of Loveland's Viestanz-Smith Park, Approximately 6500 lineal feet of <br />pipeline was not damaged and will remain in place, <br />
