<br /> <br />government agencies do not have to compete <br />with or ignore each other as they carry out their <br />missionsi and that there is widespread under- <br />standing and acceptance oflong-range think- <br />ing that will preserve some of the benefits of our <br />society and our land for future generations. <br />Mitigation is not for the short of vision <br />or the impatient of spirit. Many of the ideas <br />compiled in this plan will not yield immedi- <br />ately visible results. Many will require much <br /> <br />hard work. But the people of the Vermillion <br />Basin, and the outsiders who are helping <br />them, have shown their ability to rise above <br />immediate concerns. They are demonstrating <br />willingness to take responsibility for ensuring <br />a sustainable society and natural system with- <br />in their Basin.
