It describes the <br />concerns the Basins residents have about <br />their physical, cultural, and economic envi- <br />ronment. It lists the most pre~~ing flood. <br />related problems faced in the Basin. along <br />with the potential solutions that seem most <br />feasible and desirable to Basin residents. <br />Obviously. some of the solutions presented in <br />the Plan cannot be carried out without fur. <br />ther study and discussion. Although most <br />are complementary and can be done simul- <br />taneously, some are at cross. purposes so <br />that decisions will have to be made about <br />which are most appropriate. It need not be complicated or formal. <br />It should be flexible. so that it can be modi. <br />fied as progress is made. It could simply be <br />a prioritized list of potential solutions cho. <br />sen from those described in this plan. For <br />each solution there should be a list of activi. <br />ties or projects that will help implement <br />the solution. Time frames or deadlines <br />should be given, so that progress can be <br />measured. Funding options and responsible <br />parties should be listed. Provision should be <br />made for periodically evaluating the imple. <br />mentation effort. A strategy that covers the <br />next two years is recommended as a starting <br />point.
