[This action <br />would also address Losses to Commercial and <br />Residential Property from Flooding; see Solu- <br />tion 2-B, page 23.1 <br />The effort could be led by state and local <br />park planning organizations with help from <br />the National Park Service, state and local <br />emergency management organizations, the <br />Federal Emergency Management Agency, the <br />Farmers Home Administration, and the <br />Economic Development Administration. <br />Funding and/or technical assistance <br />may be available from the National Recreation <br />Trails Fund, Resource Conservation Develop- <br />ment loans, the National Park Service's Rivers, <br />Trails and Conservation Assistance Program, <br />the Federal Emergency Management Agency's <br />Hazard Mitigation Grant Program, the Fanners <br />Home Administration Section 502 program, <br />the Department of Housing and Urban <br />Development's Community Development <br />Block Grants, the u.s.
