Department
of Agriculture.
Funding could come from the Gover-
nor's Office of Economic Development, the
S.D. Department of Game. Fish and Parks, the
S.D. Department of Transportation, the Eco-
nomic Development Administration, the S.D.

Department of Tourism, the State Historical
Society, and the S.D. Appropriate development on lake-
shores (including flood mitigation measures
like being elevated above the flood level) con-
tributes 10 the tax base. The Swan Lake
Improvement Association in partnership
with the Turner County Commission has
commined $514,250 in local and state funds

.

to match $425,250 in V.s. Environmental
Protection Agency monies and $5,500 in
other federal funds to implement a five-year
dredging project to remove sediment and do
other work to restore Swan Lake. Another
example is the high visitation at VemliUion
Lake. which has the potential to stimulate
local business. Natural resource-based tour-
ism could be considered at Lake Thompson
after fluctuating lake levels and erosion prob-
lems are mitigaled.
Local governments should take the lead
on this solution. and work with the Gover~
nor's Office of Economic Development to begin
implementing this solution within one year,
