<br /> <br />ISSUE 3 <br /> <br />DAMAGE TO PUBLIC <br />INFRASTRUCTURE <br />FROM FLOODING <br /> <br />Public infrastructu~. especially roads and <br />bridges, has typically been subject to the <br />most significant immediate impact from <br /> <br />flooding. A great deal of public investment is <br />lost each lime flooding occurs in the <br />V('rmillion Basin. <br />The following potential solutions should <br />be considered on a case-by.ca.se basis. The <br />implementation infonnation is the same for <br />each solution. and is listed after Potential <br />Solution 3-G, below. <br /> <br />POTENTIAL SOI.UTION 3.A <br />Plan and impkment capital improvement pro- <br />grams for roads, bridges. utilities, other infra- <br />structurt, and future dn'f'lopment. <br /> <br />POTF.NTIAL SOI.UTION 3-H <br />ldentify and protect wellhead areas. <br /> <br />{This adion would also address Shallow <br />Aquifers need Protection; see Sofutum 4-A. <br />page 39.] <br /> <br />POTENTIA'- SOl.UTION 3-<; <br />Plug abandoned wells. [This action would <br />alS<J address Shalww Aquifers need Proteaion; <br />see Solution 4-8, page 40./ <br /> <br />The lead should be taken by the County <br />Commissions and the Township Boards. with <br />help from the S.D. Department o(Transpor- <br />tation, county highway departments, water <br />resource management districts, S.D. Division <br />of Emergency Management, and the water <br />development districts. <br />Funding could be obtained from U.s. <br />and state highway funds, county revenues, <br />and the water development districts. Grants <br />for wellhead protection and plugging are <br />available from the U.S. Environmental <br />Protection Agency's 319 program through <br />the S.D. Department of Environment and <br />Natural Resources if non-point source pol- <br />lution is at issue. To lighten the financial <br /> <br />ED <br /> <br />burden, communities could share existing <br />staff among themselves. <br />Roads and bridges should be raised when <br />existing structures wear out. Infrastructure <br />maintenance should be improved during <br />1995 and included in out year budgets. <br />Planning for the future can be done with <br />help from the planning district staff. <br /> <br />I'OTENTIAI.
