They identified ways to reach other <br />Basin goals that coincided with or <br />complemented the potential solutions <br />to the flood problems. <br />4. They specified sources of <br />technical assistance and funding <br />for each idea, and how and where <br />to obtain it. <br /> <br />The first step was accomplished in a <br />large public meeting held on the first day of <br />the workshop (Monday). On the next day the <br />participants separated into five "planning <br />teams" - one for each category. The last three <br />steps were done by the teams during the rest <br />of the week. Their work was consolidated into <br />a draft plan Thursday night, and the prelimi- <br /> <br /> <br />TtlF. PI.AS:-3I~G \\'O){KSIiOI' <br />The planning workshop took place during the <br />week of June 20-24, 1994, in Parker, South <br />Dakota. About 150 people participated: a third <br />of them were representatives ofloc.al, state, and <br />national organizations with expertise in plan- <br />ning, flood haz.ards. engineering, wildlife man. <br />agement, economic development, historic <br />preservation. and the like. The rest were resi. <br />dents from all over the Basin who came to share <br />their concerns, suggestions, and energy. The <br />people at the workshop followed these steps: <br />I. They defined the Basin's flood. <br />related problems and goals. <br />2. They listed some sensible ideas <br />for solving each problem. <br /> <br />nary plan was presented to the Basin's public <br />officials at a session on Friday, the last day of <br />the workshop. <br />Having everyone together in one place <br />made it easier to dcvelop a common vision of <br />the Vermillion Basin's needs and goals and to <br />figure out how to reach them. The group <br />explored and integrated the best of everyone's <br />ideas. The teams mixed and matched pro- <br />grams, funding sources,. and technical exper- <br />tise to make the best use of existing resources. <br />The draft plan was rlNiewed and polished <br />after the workshop.
