<br />but also by Sioux Falls residents and tourists.
<br />Diminished water quality, especially in the
<br />lakes and streams, has been noticed, and it is
<br />feared that the shallow aquifers that underlie
<br />the Basin may be in danger of contamination.
<br />Severe flooding throughout the Midwest
<br />in 1993 was the trigger for action in the Ver-
<br />million Basin. In late spring, the Vermillion
<br />River system again spread out to cover many
<br />thousands of acres of land. Throughout the
<br />summer lake levels rose, and serious thunder-
<br />storms caused additional localized flooding.
<br />Damage in the Basin approached $250 minion.
<br />The federal Interagency Hv..ard Mitigation
<br />Team, which did followup work to look for
<br />ways to avoid a future similar disaster, echoed
<br />the Corps' earlier recommendation that a
<br />holistic. integrated approach to flood mitiga-
<br />tion be undertaken by the Basin people.
<br />The time was ripe for a new way oflook-
<br />ing at and solving flood problems in the
<br />Vermillion Basin.
