<br />. <br /> <br />. <br /> <br />SCOPE OF WORK <br /> <br />WEST VINE DRAINAGE BASIN <br />LARIMER COUNTY, COLORADO <br />Flood Hazard Mitigation Feasibility Study <br /> <br />December 3, 1997 <br /> <br />Contractor <br />For the purposes of this project, the consulting engineer (Contractor) shall be the firm of <br />Lidstone & Anderson. Inc.. The Colorado Water Conservation Board (CWCB) is the project <br />owner. The maximum State funding to the Contractor for this project is $16.110.00. <br /> <br />Summarv of Requested Work <br />The Contractor shall perform field investigations, technical analyses, report writing, and other <br />tasks necessary to complete selected portions of the desired engineering project. The engineering <br />project for this Scope of Work is the Flood Hazard Mitigation Feasibility Study (Project) for the <br />West Vine Drainage Basin in Larimer County, Colorado. Completion of this project will be <br />performed through a cooperative effort by the Contractor, the CWCB, and Larimer County. <br />Project assignments and responsibilities are outlined in a later section of this Scope of Work. <br /> <br />Authoritv <br />According to Section 37-60-106(1)(c) of the Colorado Revised Statutes, the Colorado Water <br />Conservation Board has the power and duty; <br /> <br />"... to devise and formulate methods, means and plans for bringing about the <br />greater utilization of the waters of the state and the prevention of flood damages <br />therefrom.. ." <br /> <br />Proiect Location <br />The project area is located in northeastern Colorado, immediately west of the northwestern part <br />of the City of Fort Collins. Although portions of the West Vine Drainage Basin are located <br />within the corporate limits of the City of Fort Collins, the majority of the drainage basin is <br />located in unincorporated Larimer County. As described later in this Scope of Work, in the <br />section entitled "Specific Mitigation Study Area", this project addresses only the portion of the <br />West Vine Drainage Basin in unincorporated Larimer County and, within that portion of the <br />basin, it only addresses the Northern Branch of the West Vine Drainage. A vicinity map of the <br />West Vine Drainage Basin is attached as Figure 1. <br /> <br />Watershed DescriDtion <br />The watershed of interest is the West Vine Drainage Basin, which is within the Cache la Poudre <br />River basin. The West Vine Drainage Basin, a right bank tributary to the Cache la Poudre, has a <br />total drainage area of about 3.5 square miles at its confluence with the Cache la Poudre River. Four <br />irrigation canals (the Pleasant Valley and Lake Canal, the New Mercer Canal, the Larimer County <br />No.2 Canal and the Arthur Ditch) cross the drainage basin. These canals can serve two functions <br />related to flooding in the basin. They can import stormwater into the basin and they can transport <br />floodwater from the basin to other locations within the basin or to other locations outside of the <br /> <br />1 <br />
