(II) varla.nces <br />have been granted for certain struc- <br />tures located wi thin flood-prone a.reu, <br />and (ill) premium rates applied to new <br />structures bullt a.t eleva.tlons below the <br />base flood sUbstantia.l1y increa.se a.s the <br />elevation decreases; <br />(4) Adverse effects of flood plain de- <br />velopment on existing development; <br />(5) Encouragement of floodproofing <br />to reduce flood damage; <br />(6) Flood warning a.nd emergency pre- <br />paredness plans; <br />(7) Provision for alterna.tlve vehlcu- <br />la.r access and escape routes when nor- <br />ma.l routes are blocked or destroyed by <br />flooding; <br />(8) Establishment of minimum <br />floodproofing and a.ccess requirements <br />for schools, hospita.ls. nursing homes. <br />orphanages, penal institutions, fire sta- <br />tions, police stations. communlca.tions <br />centers, water and sewage pumping <br />stations, and other public or quasi-pub- <br />lic faclll ties already located In the <br /> <br />246 <br />
