Thercgulation, which includes <br />a total of20 districts, allows for commercial, industrial, residential,andagriculturalland <br />uses, In the Dry Creek basin, the coullly providc,~ for indl.lstrial and commercial u~s. <br /> <br />alternative methods of accommodating flOO<.l flows up to the lOO-ycar flood event. Four <br />economically feasibleallerna!ives were identificd in the plan, <br /> <br />Both the City of Fort Collins and Larimer County participate in the National Flood <br />Insurance Ptogram and,assuch, haveadoptel.l flood haz.ard area regulations in conform- <br />ance with the program, These regulations contain specific guidelines for development <br />within the lOO-year flood plain and for the lOO-year floodway. The flood plain regula. <br />tion requires that the construction ofa new structure or the major rehabilitation of an <br />existing facility must be flood proofed or elevated to at least 1-1/2 feet above the <br />estimated level of a lOO-ycar flood. This requirement includes basements. The Dry Creek <br />lloodway has an approximate width of from 600 to 1.200 feet in the city and 1,000 to <br />1,500 fl"_d in the area under county jurisdiction near the Fort Collins Airpark. <br /> <br />The feasible alternatives consisted of channel improvements, including a channel <br />bypass arol.lnd Alta Vista, achannd diversion from upstream from the Larimer and Weld <br />Canal to the Cache La poudre River, a culvert improvement under several road <br />crossings, and diversion of flood flows to Terry Lake, The City has not initiated any of <br />the recommended improvements; however, it requested the Corps review the 1980 drain- <br />agewayplan to determine the extent of Federal interest in cost-sharing construction of <br />flood control measures. For that rea~n, the previous plan is not discussed in detail here. <br />[tis discussed in the Plan Formulation and other sections of this report. <br /> <br />EXISTI:"G DRAI"";AGEWAY PLA\'S AND l\-II'ROVE,MENTS <br /> <br />BOX ELDER CREEK <br />A drainageway plan for the lower portion of Boxeldcr Creek was prepared for the <br />City of Fort Collins in August 19111 by Simon.., Li & ASS\lCiates, Inc. The plan evalu- <br />ated the flood problem from State Highway 14 to thc confluence with the Cache La <br />Poudre River, Alternatives that were considered included 1100d plain regulation and <br />channel improvemellls. It wa~ oldennincrl that chosmc1 improvements on Boxelder Creek <br />woult! not be economically feasible, based on the levels ofcxisting developmcnl in this <br />rellch, with a first cost of Sl,340,OOO {in 1981 dollars) and a benefit-cost ratio of 0.22. <br />However, the plan suggesk-d some loo-year channel improwments downstream in order <br />to carry flows from Cooper Slough and Boxelder Creek with proposed channel improve- <br />ments. The plan suggeMcd that some channel improvements be made in order to rWllce <br />the flOlxlcd areas and the overtllpping of roads and irrigation canalsdownstrcam from <br />Larimer and Weld Canal. It recommended enlarging I:ooth the ~iphon under Larimer and <br />Weld Canal an~ the flume under Lake Canal, enlarging the channel downstream from the <br />Lake Canal cro~\ing to r;o~pect Stred. and enlarging the Pms~'Ct Strect bridge opening <br />to convc)' 2,O()0 cubic f.:-et per second (c.f.s.).
