Colorado 80225 <br /> <br />Dear Mr. Bruning: <br /> <br />I was pleased Co meet you at the recent meeting of the Field <br />Coordinating COI1IlIittee for the PlAtte Rivet' Study. I was also pleased <br />to learn that you have been designated to serve as Co-Chairman of the <br />Field CoordiD&ting COIIId.ttee. <br /> <br />My attendance at the meeting provided the opportunity to gain a <br />greater knowledge of the objectives of the study and the respondbilttl.s <br />of the participating agenc1e8. FrOll1 the reports presented by represan- <br />tatives of the three Intedor agendes, it appean that the study is <br />showing progress. However'. the general impression I gained from the <br />meeting is that coordination of the condUdt of the study needs major <br />strengthening. I strongly reCOllJD8nd that serious condderation be <br />given to the designation of a full-time field study manager to implelll&nt <br />day-to-day coordination among the threeagenc::ie.' stuay leaders. It is <br />very important that this study develop sound and technically defensible <br />data on the habitat issues to which it is addressed. If it falls to <br />do this for want of proper lIlII1lagement control. then we will all be no <br />better off than we currently are 111 dealing with what is admittedly a <br />complex iaaue. <br /> <br />ABide from the above. I hope that the final version of the Work, <br />Plan will reflect the atates' concerns as expressed in their cOllllll8nts. <br />I refer primarily to our conCern with the need for recognition and <br />
