diversion systems include the Moffat system diverting Fraser River water, the Williams Fork system which uses the Vasquez Tunnel, and the Blue River system which stores water in Dillon Reservoir and diverts through the Harold D. Roberts Tunnel. The Corps of Engineers has constructed three dams to provide flood control protection for Denver. These projects - Bear Creek, Chatfield, and Cherry Creek - provide recreation and fish and wildlife values in addition to flood protection. Many offstream reservoirs are located in the eastern plains of Colorado along the South Platte River and provide irrigation water storage. Included among these are Barr and Standley Lakes, and Milton, Riverside, Empire, Jackson, North Sterling, Julesburg, and Prewitt Reservoirs. Colorado-Big Thompson Project The Colorado-Big Thompson Project is one of the most complex natural resource project s undertaken by the Bureau of Recl amati on. It stores, regul ates, and diverts 230,000 acre-feet of water annually (310,000 acre-feet maximum) from the Colorado River system on the western slope to the Big Thompson River on the eastern slope. Suppl emental water is provided to more than 700,000 acres of 1 and; in addition, municipal and industrial water, hydroelectric power, fish and wiT dl ife, and recreati on funct ions are served. The Northern Colorado Water Conservancy District apportions the water used for irrigation to more than 120 ditches and 60 reservoirs. Eleven communities receive municipal and industrial water from the project. The western slope collection system diverts runoff from the high mountains and stores, regulates, and conveys the water to the Alva B. Adams Tunnel for diversion through the Continental Divide. To assure irrigation and power generation under prior rights on the Colorado River, Green Mountain Reservoir was constructed on the Blue River, a Colorado River tributary. Spring runoff in excess of downstream requirements is stored in this reservoir and subsequently released to meet late season requirements for Colorado River water. Part of this water is used as repl acement water for prior rights thus permitting diversion of water by the Colorado-Big Thompson throughout the year. The pri ncipal storage feature on the western slope is Lake Granby and Granby Dam. Shadow Mountain Lake located on the Colorado River near Granby serves as a carriage facility. Willow Creek Pumping Plant lifts water 175 feet from Willow Creek Reservoir to Lake Granby. COMPACT AND DECREES Use of water from the Upper Platte River Basin is subject to an interstate compact and two court decrees. The North Platte River is apportioned by a U.S. Supreme Court Decree of 1945, and a 1953 Stipul ation. 24
