I was also <br />pleased to learn that you have been detignated to serve as Co- <br />Chairman of the Field Coordinating Collllll1ttee. <br /> <br />My attendance at the meetina provied the opportunity to pin a <br />gnater knowledge of the objectives of the study and the responsibilities <br />of the participating ageneies. From the reports presented by represen- <br />tatives of the three Interior agencies, it appears that the study 1s <br />showing progress. However, the general lmpression I pined from the <br />lII8eting i8 that coordination of the conduct of the study needs maj or <br />strengthening. I strongly recommend that serious consideration be <br />given to the deatgnation of a full-time field st1,;ldy manager to tmplelllellt <br />day-to-day coordination among the three agencies' study leaders. It 18 <br />very important that this study develop sound and technically defEmSible <br />data on the habitat i.sues to whiCh it is addressed. If it faila to <br />do this for want of proper .....l'~'""'t control, then we will all be no <br />better off thau. we currently are 111 dealing with what is admittedly a <br />cOlllp lex iS8\Uil. <br /> <br />Aside from the above, 1 hope that the final 'Verdon of the Work <br />Plan will reflect the atatea' concerns .. exp1l'88aad in their eoIIlIDllnta. <br />1 refer primarily to our concern with the need for recognition and <br />
