This appraisal level report surnmari zes the Bureau of Recl amati on I s
3 years of technical data gathering, research, and' analysis; including
model ing of present and potential future water use, management and
availability for the entire Upper Platte River Basin.

Additional technical documents have been prepared by the FWS and USGS
to report on their study efforts. An evaluation of habitat and the
ecology of certain migratory waterfowl, especially those using the reach
of the Platte in south-central Nebraska, is presented in a FWS technical
document. A total of 12 open-file reports have been prepared by USGS
covering aspects of the hydrologic system for both surface and ground
water in the Platte basin.

A Background chapter touching briefly on the organization and respon-
sibility for conducting the study and how the study was accOOlplished
follows. Included with this chapter is a concise description of the
study area. A Needs, Opportunities, and Issues chapter with attention
to goals and objectives and the problems, needs, and opportunities of
the basin is next. A chapter on Alternatives and Impacts follows. The
chapter describes present and historic hydrologic conditions and
highlights the future alternatives, presents estimated monthly flow
conditions for each of these alternatives, and predicts generalized
implications resulting from a realization of any of these or similar
alternatives. Finally, a chapter on Findings and Conclusions is
presented. In addition to general conclusions, some suggestions for
future consideration and possible action are presented in this conclud-
ing chapter of the report.

2
