Mr. Jack Flannery
July 29, 1983
Page three

The draft summary report deals primarily with habitat
maintenance through assumed manipulation of streamflow
conditions. Other means which are available, such as mechanical
measures, must be thoroughly investigated before any conclusions
on how to proceed can be reached. We understand that the
Whooping Crane Habitat Trust Fund has a program underway to
determine whether mechanical methods have merit. Results of the
research efforts thus far appear favorable. We understand also
that the Trust Fund is attempting to purchase land in the Rain
Water Basin for whooping crane roosting habitat. If suitable
lands can be acquired, water would be provided by pumping from
wells. Both of these programs should be encouraged and
implemented with federal funds if necessary.

Thank you for the opportunity to comment on th draft summary ...-/.
report.

Sincerely,

?JL

McDonald

JWM/gl

cc: Bill Martin
Chips Barry
Jeri Danielson
Jack Grieb

bcc: Bill Paddock
