<br />Table 5, pages 32 and 33: These tables should include <br />Spinney Reservoir on the South Platte River, recently <br />completed by the City of Aurora. Active capacity of <br />the reservoir is 48,000 acre-feet. <br /> <br />Page 40, "Compacts and Decrees": The first paragraph of <br />this section is confusing in that it is difficult to <br />identify the discussion concerning the North Platte <br />River decree. Also, the reference in the second <br />sentence of the first paragraph to a 1952 stipulation <br />and a 1952 amendment is incorrect. A stipulation was <br />approved by the Court in 1953 (345 U.S. 981). <br /> <br />The confusion could perhaps be solved by rewriting the <br />first paragraph to simply identify the compact and <br />decrees involved. Then a new paragraph could start <br />by noting that "The North Platte River is apportioned <br />by... ." <br /> <br />First full paragraph, page 60: We recommend that this <br />paragraph be deleted in its entirety. We have no <br />plans to prepare phase III of the so-called state <br />water plan. In lieu there of we suggest the following <br />statement: <br /> <br />"The State of Colorado, through the Water Conservation <br />Board, has under continuous study the state's water <br />resources and the present and potential uses <br />thereof. Through this process, the state's water <br />development objectives and policies undergo continual <br />review and, as circumstances warrant, change and <br />modification." <br /> <br />First full paragraph, page 63: It is suggested that the <br />first sentence be changed to read: "..., only <br />Colorado recognizes the appropriation of instream <br />flows for the purpose of 'preserving the natural <br />environment to a reasonable degree.'" A similar <br />wording change needs to be made at the top of page <br />119. <br /> <br />Last sentence, page 60: This sentence should be changed to <br />read: "These two laws illustrate the continuous study <br />and planning process through which Colorado assesses <br />its water resources needs." <br /> <br />First paragraph, page 64: We recommend that the third <br />sentence be deleted. Although some Colorado <br />municipalities are emphasizing water conservation <br />measures, the State has no definitive water <br /> <br />-3- <br />
