In a letter dated October 24,2003, Mr. Richard A. Vrbanowski, P.E., Senior Water Resources <br />Engineer, Splash Engineering, requested that FEMA revise the FIRM and FIS report to show the effects of <br />. revised hydrologic and hydraulic analyses and more detailed topographic information for Sawmill Gulch <br />from its confluence with Blue River Middle Branch to the upstream corporate limits of the Town of <br />Breckenridge, located approximatelv 3.200 feet ul1stream of Four O'Clock RoaILa.distance.of <br />approximately l.l mile. <br /> <br />All data required to complete our review of this request were submitted as follows: Revised hydrologic <br />and hydraulic analyses were based on a restudy of the portion of Sawmill Gulch downstream of Four <br />O'Clock Road performed for FEMA by Foothills Engineering Consultants Inc., completed in April 2000. <br />Revised hydrologic and hydraulic analyses for the portion of Sawmill Gulch upstream of Four O'Clock <br />Road were submitted in support of a Conditional Letter of Map Revision that was issued on August 17, <br />1998 (Case No. 98-08-293R). In addition, revised hydraulic analyses were submitted by Mr. Vrbanowski <br />for this revision request in October 2003. Construction plans entitled "Ski Hill Road Construction, <br />Existing Conditions and Demolition Plan" that incorporated more detailed topographic information to <br />reflect existing Ski Hill culvert locations and conditions were submitted by Mr. Tom Daugherty, Assistant <br />Town Engineer, Town of Breckenridge, on April 27, 2004. <br /> <br />A portion of the reach of Sawmill Gulch affected by this revision is shown on the effective FIRM as a <br />Special Flood Hazard Area (SFHA), the area that would be inundated by the flood having a I-perecent <br />chance of being equaled or exceeded in any given year (base flood), designated Zone AE, with Base Flood <br />Elevations (BFEs) determined, based on a detailed analysis from the confluence with Blue River Middle <br />Branch to approximately 1,100 feet upstream of Four O'Clock Road. The remainder of the revised reach <br />is shown either as an SFHA designated Zone A, with no BFEs determined, or Zone X (unshaded), areas <br />outside the floodplain of the flood having a 0.2-perecent chance of being equaled or exceeded in any given <br />year. <br /> <br />We have completed our review of the suhmitted data and the flood data shown on the effective FIRM and <br />in the effective FIS report. We have revised the FIRM and FIS report to modifY the elevations, floodplain <br />boundary delineations, and zone designations of the base flood along the revised reach of Sawmill Gulch. <br />As a result of the modifications, the BFEs for Sawmill Gulch and the width of the SFHA increased in <br />some areas and decreased in other areas.
