<br />Results of the hydrologic analyses were coordinated with the U.S. <br />Army Corps of Engineers (COE) , CWCB, ARIX Engineers, Claycomb <br />Engineers, and the U.S. Geological Survey (USGS). <br /> <br />2.0 AREA STUDIED <br /> <br />2.1 Scope of Study <br /> <br />This Flood Insurance Study covers the incorporated areas of the <br />City of Rifle, Garfield County, Colorado. The area of study is <br />shown on the Vicinity Map (Figure 1). <br /> <br />Flooding caused by overflow of the Colorado River: Rifle Creek: <br />Rifle Creek Splitflow: Hubbard, Helmer, and Ramsey Gulches was <br />studied in detail. <br /> <br />The areas studied by detailed methods were selected with priority <br />given to all known flood hazard areas and areas of projected develop- <br />ment or proposed construction through 1988. <br /> <br />Warmbroth Creek and pioneer Ditch were studied by approximate methods. <br /> <br />Approximate analyses were used to study those areas having a low <br />development potential or minimal flood hazards. The scope and <br />methods of study were proposed to, and agreed upon by, FEMA and <br />the city. <br /> <br />2.2 Community Description <br /> <br />The City of Rifle is located in central Garfield County, in north- <br />western Colorado. It is situated approximately 65 miles west of <br />Glenwood Springs, Colorado. Unincorporated areas of Garfield County <br />border the city on all sides. <br /> <br />All streams in Rifle are direct or indirect tributaries to th~ <br />Colorado River which flows westerly through the southern portion <br />of the community. Rifle Creek flows southerly through the city <br />joining the Colorado River just south of the corporate limits. <br />The Rifle Creek basin drains approximately 200 square miles. <br />Government Creek and Hubbard Gulch, tributaries to Rifle Creek, <br />account for approximately 43 and 8 square miles, respectively, of <br />the total Rifle Creek basin drainage area. The Rifle Creek basin <br />is bounded on the north by the White River basin, on the west by <br />the Parachute Creek basin, and on the east by the Elk Creek basin. <br />Government Creek is located in the southwestern portion of the <br />Rifle Creek basin. It flows in a southerly direction to join Rifle <br />Creek in the northeastern portion of Rifle. Hubbard Gulch is <br />located at the southern end of the Rifle Creek basin. It flows <br />southeasterly between Hubbard Mesa and prefontaine Mesa and joins <br />Rifle Creek in the central portion of Rifle. <br /> <br />2 <br />
