INTRODUCTION <br />1.1 General <br />A sand-bed channel generally is continually changing its position and <br /> <br />shape as a consequence of hydraulic forces acting on its bed and banks. <br /> <br />Natural and man-induced changes in rivers frequently set in motion responses <br /> <br />that can be propagated for long distances. The response of a river to natural <br /> <br />and man-induced changes often occurs in spite of attempts to control the <br /> <br />river environment. Unfortunately, the best methods to quantitatively predict <br /> <br />the river response are difficult, time consuming, and require specialized <br /> <br />knowledge of the subject for proper application. This makes them impractical <br />for use by the design engineer and thus, river response due to man-induced <br /> <br />changes is either ingnored or determined hy inappropriate methods. This <br /> <br />points to the need for a method of analysis that is better suited to the <br />design engineer's needs. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />1.2 Authorization <br />This report was authorized by the Urban Drainage and Flood Control District <br />(DISTRICT) in joint sponsorship with the City of Aurora, Colorado, through an <br />agreement dated September 2, 1980, with Simons, Li & Associates, Inc. The <br /> <br /> <br />Board of Directors of the DISTRICT adopted a Policy Resolution, Number 41, <br /> <br /> <br />Series of 1978, which set forth a DISTRICT policy of allocating funds to <br /> <br /> <br />help local public bodies maintain facilitjes owned by DISTRICT or cooper- <br /> <br /> <br />atively financed by DISTRICT and the local public body, but owned by the <br /> <br /> <br />local public body. <br /> <br /> <br />Monies were budgeted by the DISTRICT in the 1980 adopted Special Revenue <br />Fund Budget, Resolution Number 55, Series of 1979, for maintenance in 1980 of <br /> <br />facilitjes which were cooperatively financed by DISTRICT and local public <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br />
