<br />Dolores River <br /> <br />STUDY PURPOSE AND SCOPE <br /> <br />A significant portion of the corporate limits of Dolores <br />lies within the 100-year FEMA flood plain of the Dolores River <br />(Attachment 2). Portions of the town received levee protection <br />in the mid-1980's as part of the USBR's McPhee Reservoir Project. <br />However, there are still places along the river where floodwaters <br />can overflow the bank and cause extensive flooding. Also, <br />because the existing levee system does not have at least 3 feet <br />of freeboard throughout, it does not meet Federal Emergency <br />Management Agency (FEMA) standards. <br /> <br />The purpose and scope of this study was primarily to (1) <br />review the study reach hydrology, (2) assess existing hydraulic <br />conditions, and (3) identify to the town and the Colorado Water <br />Conservation Board the general scope of potential levee <br />improvements to provide additional flood protection. <br /> <br />The study area lies principally within the corporate limits <br />of Dolores from McPhee Reservoir upstream approximately 2 miles. <br />At the upstream end, a developed reach (about one-fourth mile) of <br />unincorporated Montezuma County was included at the request of <br />the state since any future solution to the flood problem would <br />involve both the town and the county. <br /> <br />PREVXOUS STUDXES AND REPORTS <br /> <br />Three previous studies and one inspection report have dealt <br />with the Dolores River at Dolores. The title, completion date, <br />authoring entity, and a short description of each follow. <br /> <br />Flood Insurance Studv - Town of Dolores. Montezuma Countv. <br />Colorado, September 29, 1989, by the Federal Emergency Management <br />Agency. This study was based entirely on the 1978 Flood Hazard <br />Information Report originally done by the Corps of Engineers (no <br />new hydrologic or hydraulic data were developed). The flood <br />plain map (Attachment 2) is virtually ideptical that to that in <br />the Flood Hazard Information Report. <br /> <br />Report on Inspection of Non-Federal Levees, May 11, 1988, by <br />the Sacramento District, corps of Engineers. This report <br />(Appendix F) described the inspection of the existing levees at <br />Dolores for geotechnical and structural adequacy to meet minimum <br />Corps standards for its rehabilitation program. The levees built <br />by the USBR appeared structurally adequate, but the mounded earth <br />segments adjacent to them were not. Also, gaps in the levee <br />system make it unviable. <br /> <br />2 <br />
