Boulder has not. A <br />reasonable person might conclude that a motive other than the safety of its citizens is <br />driving Boulder's opposition to upgrading the levee. This is an area where FEMA <br />probably does not want to go. <br /> <br />In summary, the above-referenced letter to you is full of erroneous allegations. While we <br />have chosen not to refute all of them at this time, we would appreciate the opportunity to <br />do so should you choose to seriously consider them.
