Flood protection and mitigation measures are needed for the <br />protection of existing developments that have been placed in the floodplains. In addition <br />to the mitigation plans, a plan should include considerations for the natural and wetland <br />areas and other open space proposals. <br /> <br />Can CU act as a Public Agency for Levee Ownership/Sponsorship?, This a legal <br />question; however, during our discussions FEMA stated that CU probably can provide <br />the required assurances for the operation and maintenance for a levee system. <br /> <br />Technical Flood Hazard Investigations by Others, We fmd that the 1986 Greenhome <br />& O'Mara, 1996 (August) Love & Associates, Inc. and 1996 (October) Taggart <br />Engineering, Inc. technical investigations are generally similar in their hydraulic fmdings; <br />however, none of the investigations provided us with a levee stability analysis. Their <br />fmdings are: <br /> <br />. The historical flow patterns have been changed by man. <br /> <br />· Some type of landform or levee system is required to reduce the risk of a catastrophic <br />flood event to downstream developments. <br /> <br />· The opportunity to return the Flatiron site to its native/natural state would require a <br />large investment by the owner. These activities include: <br />, the filling of the pit or placement of a grade control structure to reduce the <br />threat of the stream re'align itself; <br />, a the major modification to the Thmpike embankments and center "jersey" <br />barriers; and <br />, the relocation of existing residential and commercial developments. <br /> <br />· Re-development of the site must consider its impact on downstream development. <br />During the technical reviews, it was stated that "the pre,mining flood hazard condition <br />is probably worse than the post,mining flood hazard condition with an acceptable levee <br />system. " <br /> <br />The Board staff makes the following recommendations regarding a new ownership of the <br />308 Acre Flatiron/gateway property. <br /> <br />1) A final hydraulic analysis for a set of assumptions/conditions which are acceptable <br />to federal, state, and local governments floodplain managers. <br /> <br />2) Passage of a resolution or a negotiated agreement between the new owner and local <br />governmental jurisdiction agreeing to participate in the development/implementation of <br />
