In connection with that effort, the University would appreciate a letter from you, giving
your opinion on the following subjects:

1. \\Thether the dike should remain in place, and, if so, whether the lower portions of the
dike should be raised to a level at least four feet above the base flood leveL

2. Whether the dike currently offers flood protection benefit to the residences to the
north of the property.

3. Whether you support FEMA recognition of the dike for FEMA mapping purposes.

Inasmuch as we have a hearing before the MLRB on June 26, 1997, and relevant documents must be
submitted by June 13,1997, we would greatly appreciate your prompt assistauce. Please send your
letter to the Mined Land Reclamation Board referencing File No. M,81,302 and to Bruce Humphries
at the Division (with a copy to me).

Thank you for your assistance.

Very truly ~ 1 --..

"/Ii;,,,,"

Director, Business Services

cc: Chancellor Byyny
Charles Sweet
Gary Woods
David Packard
