Emergency Management Agency (FEMA) from
Mr, Chris Dropinski, Acting City Manager, City of Boulder, Colorado. You stated that you disagree
with the tone and content of Mr. Dropinski's letter regarding flood hazard information for a levee
on South Boulder Creek. In addition, you support modification of the existing levee to obtain
FEMA certification and requested that the owner of the levee be allowed to seek FEMA certification
of this levee through the normal process. Thank you for expressing your concerns regarding this
issue.

In the enclosed letter, we responded to the items and concerns identified in Mr. Dropinski's
September 4 letter. As stated in the enclosed letter, upon receipt of data to correct the berm mapping
error and to identify the flood hazard associated with the split flow, we will revise the FIRM for
Boulder County, Colorado and Incorporated Areas, as warranted.

In addition, upon receipt of any map revision request and required documentation cited in Part 65
of the NFIP regulations, we will make a determination on whether the effective FIRM and FIS report
should be revised. If a map revision request involves a levee system, we will evaluate the effects
of the system in accordance with the requirements of Section 65.10 of the NFIP regulations.

We trust that we have addressed your.concerns and we look forward to working with you to resolve
these issues. If you have any questions regarding this matter, please contact Mr. Mike Grimm of our
staff in Washington, DC, either by telephone at (202) 646,2878 or by facsimile at (202) 646,4596.

Sincerely,

F~CkS'
Hazard Mitigation Branc
Mitigation Directorate

Enclosure
