This would intercept upstream flows <br />(assuming the Highline Canal does not) and provide additional <br />protection for downstream owners. All of the dam requirements <br />of the State Engineer would have to be observed. <br /> <br />Improvements in Reach E would presumably reach the Caley <br />Street detention pond. This is a better solution than what is <br />now occurring where storm waters flow into the Highline Canal <br />and are carried by the Canal to another drainage basin. <br /> <br />All of the improvements recommended for the Reaches east <br />of Broadway need further analysis and thoughtful consideration <br />before proceeding. None of them should be attempted before the <br />downstream Reach and outlet has been completed. <br /> <br />SUMMARY. Whatever the District, City of Littleton and <br />Arapahoe County undertake to resolve the drainage problems <br />created by development within the floodplain of Slaughterhouse <br />Gulch (including the "crowning" of streets), should be under- <br />taken extremely carefully. The maintenance of any "improve- <br />ments", including the identification of a natural drainageway, <br />is also a must. Private owners have, by and large, obliterated <br />the natural drainageway.
