I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I

Mr. Ben Urbonas, P.E.
August 24, 1982
Page 3

A detention pond at Caley Street to the High1ine Canal is
proposed in Reach D. This would intercept upstream flows
(assuming the Highline Canal does not) and provide additional
protection for downstream owners. All of the dam requirements
of the State Engineer would have to be observed.

Improvements in Reach E would presumably reach the Caley
Street detention pond. This is a better solution than what is
now occurring where storm waters flow into the Highline Canal
and are carried by the Canal to another drainage basin.

All of the improvements recommended for the Reaches east
of Broadway need further analysis and thoughtful consideration
before proceeding. None of them should be attempted before the
downstream Reach and outlet has been completed.

SUMMARY. Whatever the District, City of Littleton and
Arapahoe County undertake to resolve the drainage problems
created by development within the floodplain of Slaughterhouse
Gulch (including the "crowning" of streets), should be under-
taken extremely carefully. The maintenance of any "improve-
ments", including the identification of a natural drainageway,
is also a must. Private owners have, by and large, obliterated
the natural drainageway. When and if local governments move in
to "do good", they will be assuming responsibilities they did
not have before.

If you have any additional questions, let me know.

WJS:cba
.

Yours very truly,

;;;7;(1fv/~-J .~t...+;".A.-/
*r~h Shoemaker
