Burns R~ 6 <br /> <br />DATE: May 5, 1981 <br />SUBJECT: Colorado Senate Bill 439 <br /> <br />Attached please find a copy of Senate Bill No. 439 which is <br />now progressing through the legtslature, and according to the legis- <br />lative information office is due for conference committee action <br />possibly as early as Thursday, May 7. <br /> <br />The bill is concerned with water projects which the state will <br />be involved with. The bill would have the following effects: <br /> <br />1. After July 1, the Colorado Water Conservation Board is, <br />in effect, directed'not to recommend any flood control <br />projects to the legislature. <br /> <br />2. The bill authorizes funding for the Grey Mountain Project <br />Study. <br /> <br />3. The bill, in a footnote, makes funding for the Town of <br />Wellington contingent upon voter approval. An election <br />is not requi,red for water faciliti.es. <br /> <br />While items 2 and 3 are not of concern to my work, item 1 could <br />have adverse affects at some point in the future, particularly to the <br />City of Fort 'Collins, in tenns of State loans for flood control. <br /> <br />I also understand that the appropriation for flood control and <br />drainage studies of $100,000. per year is being deleted after the current <br />fiscal year. During the past 4 years I estimate that about one-fourth of <br />this funding has corne to us or the City of Fort Collins. Deletion of this <br />appropriation would seriously affect our flood and drainage program. <br /> <br />I am forwarding this to the Board as an informational item. The <br />Commissioners may (or may not) wish to contact area legislators with <br />regard to concerns on these matters. Thank you. <br />
